Import the file as a Composition to begin with. Set the Composition Settings Duration to 10 seconds.

Here we have a winter scene in four layers which I created in Painter and added the lights and text in Photoshop.. One layer is the background layer, the next two layers contain lights, and the last layer is the text. We want to make the lights blink on and off just like Christmas lights do.
Go ahead and select lights1 layer.
Let's apply the Glow filter to the lights.
In the home position click and set the keyframe for Glow Intensity at 1.
At keyframe 1, set the Glow Intensity to 0.
Open the Glow Intensity layer and click on it.
Move to keyframe 2 and paste. Do the same at keyframe 4, 6, 8, 10. Copy Glow by clicking on the name and pasting into lights2 layer. Open Glow and paste the keyframes that you copied starting at the .5 keyframe. Select lights1 Glow keyframes and hold the Alt key down. Accordion the keyframes back to keyframe 5 and then copy and paste at keyframe 5.5. Adjust the positioning if needed. Do the same method for lights2 Glow filter. This will give you lights that blink twice as fast.
Create a RAM preview and watch the lights blink on and off.
