Here we have our scene. The background is created using a solid and applying a Ramp to it. The foreground was created in Photoshop and merged into one layer.

Select both layers and choose Pre-Compose.

On the pre-composed layer check just the one 3D box next to it.
Now select Layer, New and choose Light.
At the first frame set a keyframe for Intensity which is set to 0%.
At the End position set a keyframe with a checkmark and increase Intensity to 278%.
Now go up to Position and in the home position, place a keyframe. Hit End and set another keyframe.
Set the last keyframes first number to 914.
Hit the spacebar and wait a few minutes until it plays through once. Here we have everything at the home position.

Here is keyframe 4.
Here is keyframe 6.
Here is keyframe 8.
Here is the last keyframe. The effect of the light makes the scene appear as though it's transitioning from one period of day to another. At this point you can pre-compose the scene again to use with some more animation.
