I've made my composition background white and typed in the text I want to use in blue.
I've applied Inflammation to the typed layer by dropping it onto the timeline.

Press the letter U to bring up the Wiggly Selector and set the Spatial Phase to -13. This will cause the word PRO to be highlight in the beginning.
Let's also animate the color by changing frame 1's color to orange.
At frame 6 set a keystroke and change the color to blue.
Set a keyframe at the beginning for Max Amount and set to 50%.
At keyframe 6 set the Max Amount to 25%. Press the spacebar to watch the animation.
At frame 1 set Correlation to 93%. At keyframe 6 set to 0.
Set stroke width to 39.
Set Wiggles to 18.
Duplicate the layer (Control+D). Select the bottom layer and apply Fast Blur with a Blurriness of 40.
And play the animation.
