This is an explanation how to manipulate the anchor point. So here we have a mouse and some cheese.

If we hit the R key and bring up Rotation, and set a keyframe for 1 rotation, and then hit the A key for Anchor Point and set a keyframe for that as well, then hit the spacebar, the mouse will rotate around in a circle in the same spot.
If we want to tell the mouse to rotate around the cheese, we need to select the Pan Behind tool.
If we want the mouse to go in the clockwise direction, we need to specify -1 in Rotation.
Then using the Pan Behind tool, move the anchor point to the center of the cheese.
And here is the finished piece with the anchor point positioned correctly.
