In this tutorial I'll show you how to make some realistic curtains that wave.
To start we need to use the Rectangle Shape Tool and create three rectangles.

Under Backgrounds in Effects & Presets choose Smoke Rising and apply to both layers.

Under Fractal Noise set Fractal Type to Swirly for both side curtains. Set Overflow to Soft Clamp.

Set the Mode to Lighten.

Under Wave Warp set the Wave Speed to .03.

For the top curtain set the Wave Type to Semicircle, Wave Height to 19, Wave Speed to .3, Pinning to Top Edge. Also set the layer mode to Screen.

The settings for the top curtain for the Fractal Noise effect are below.

You should have a light and breezy effect with the curtains.
