Let's start with the Pen tool.

Draw one vertical line then press the Alt key and duplicate once holding the Shift key down and place the line exactly where you want it. Then press Control+D to continue to duplicate it.
Select all of the lines (Control+A).
Duplicate and center between two dark green lines. Change to a lighter color.
Select the first line with the Selection tool. Select the Blend tool.
Begin clicking on the point at the top of each line. Make sure the square representing the cursor is dark before clicking otherwise you'll have to back up by pressing Control+Z and start over. Your piece should look like the one below.
With the piece selected, select Expand.
Check all boxes.

Open Warp Options and select Flag. Set Bend to 8% and Vertical to -15. Press Ok. Use Transform again.
With the Pen tool draw a flag shape.
Select all and create a Clipping Mask. Press Expand.


Use Warp Options and select Arch. Set to Horizontal and 15%.
For drapes use the same method but delete that last light line, then use the Blend tool.
Create a design and duplicate then group everything together.
Select Envelope Mesh and set rows and columns to 8. If you can't see the mesh, exit out and press Control+H.
Double-click on the Warp tool and use the settings below.
Select multiple points and using the Warp tool, move in different directions until you get the form of a drape. You'll have to experiment with the way the tool works. You can always use the undo command to go back one step.
