Let's use a blank template provided with Illustrator CS.
Create a rectangle. Duplicate the rectangle Control+C and Control+F to paste in front.
Select Brushes and open the Circular Decorative library. Select the candle brush shown below.

Create a semi short straight line. Open the Animal Woodcuts Brush library and apply the geese.
Create another short line and add the bow below. Reduce the size and rotate for the geese's necks.
Select the Brush Tool and choose the cake brush. Create a line for the cake.
I added the number three in a different font than the text and then enlarged the three by holding the shift key down and clicking on the corner and dragging.
Duplicate the 3 and convert it to outlines. Get rid of the fill and only use the stroke. Apply the Streamer Border brush to it.
Create a new rectangle to fit the background area then apply the Default Scribble effect to it.
I call it done.
