To begin, create a sketch in pencil then scan it in and place in Illustrator. Select the piece.

Click on the arrow next to Live Trace. Select Comic Art.

If you find that the lines are too light, open Photoshop and apply Minimum to the sketch and reopen in Illustrator.

Here's the darker version. 

This looks better. I've applied Live Trace Comic Art again after finding the previous sketch to light. Make sure to then press the Expand button.

Select the Live Paint Bucket.

Here's the piece highlighted by the Live Paint Bucket tool.

You can use the Live Paint Bucket to drop in color. And now you have your cartoon character with little effort.
