Start by creating a document 8.5 inches by 3.65 inches in landscape format and CYMK color format.
Let's give it a girly look using pink.
It's time to set up some guides at the designated spots using the ruler. Make sure to lock the guides afterwards.
To decorate the gift certificate I started with an oval and then found a character font that I could use that represented a little girl angel.

I then created an oval and used the Type on Path tool to type in Baby girl. To rotate the text into position, hover over the line and when you see it change, move the text counter clockwise until you have the position correct. Add some stars for decorative purposes.
Needing to give the certificate a title, I typed in the name of the store and a little headline underneath about what they do.
Underneath the title I put the address in a standard font to make it easily readable.
I then added some stars in the background for decoration and added the text and amount of the gift certificate.
Finally, convert the text to outlines and save it. It's ready for printing.
