The first step in this process is creating the objects that will be used for the animation. I've created a background layer of blue, and then on each layer I duplicated the heart and changed the expression.
When you completed all the changes to each layer, select everything on the layer and drag onto the Symbols palette.
You would then use Export and save the file as a .SWF file.
You would now choose to export the file as AI File to SWF Frames. What this does is export each layer as a frame. I have Protect from Import checked and that is self-explanatory. I want to use the background in the animation that I created so I chose Use as Background designating the blue layer. Now you can open the animation and watch it. If you have a small animation such as mine is in terms of frames that you have exported, you can designate how long each frame is to appear onscreen in Flash.
