Here's the photo I'll use in this lesson.
Let's create a new layer and lock the photo layer.
Let's select a fairly good sized brush located in Artistic ChalkCharcoalPencil.

Start by adding brush strokes around the sleeves and chest area. Use the Elliptical tool and create three circles and apply the brush stroke.
For the next step I changed brushes and increased the stroke size to 3.
Using the Pen tool I created an outline in the back with a fill color and a stroke of white using the above brush.
I then created a rectangle inside the photo and used a different brush to apply interest.
Next I added in some letters individually using an interesting font that I thought would work well with the concept.
Using a border brush, I drew a straight horizontal line at the top of the picture and applied the brush to it.
I used the Elliptical tool to create two orange ovals and then decreased their transparency. Using the same tool but with a stroke, I created the front part of the frames and then used the Pen tool to create the rest of the glasses.
I finished off with the title done in the same font as on the shirt duplicated from black and changed into white and moved up.
