With a new document created, go ahead and open the file Cool Extras that ships with Illustrator.

Select the first choice which is Column & Marker Designs1.
There are a variety of selections to choose from. Keep this open and go back to the new document.
Draw out a graph with the Graph tool by clicking and dragging. Enter you data.

Click on the check mark.
The graph will look like the one below.
Select Column located under Graph.
Choose Star+ and as a Column Type choose Sliding.
Your graph should like the one below.
If I had created the graph and left Column Type at Vertically Scaled, the tops of the columns would not have been created correctly.
