In this tutorial you'll see how easy it is to achieve an interesting border by creating a brush first.
In the first step I have chosen to create a rounded rectangle.

I apply Roughen to the rectangle with the settings below.

Drag the item onto the brushes palette to create a New Scatter Brush.

At this point we'll leave the brush options as they are and hit OK.

Create a rectangle and apply the brush to it.

With the rectangle selected, double-click on the brush and make the changes I have set below.

Fill the rectangle with a color.

Duplicate the later and invert the fill and stroke colors. Make the duplicated layer's mode Overlay.

Drag onto the Brushes palette and create a New Pattern Brush. Then drag it also onto the Swatches palette to create a new pattern swatch.

For the second position add the new pattern swatch and also follow the settings below. Set Colorization to Hue Shift.

Now you can use it as a border and create something nice. Try changing the colors as I have done below.
