Using acrylic paint, block in the dark blue base color and let it dry.

With an airbrush, spray in a fine mist the lighter blue color.
With the same color, add white and spray some more in a smaller area.
With acrylic, create a white circle. Let it dry, and using a soft camel dry brush, soften the edges.
With the dark blue color in oil and somewhat dry, lay in the base color for the mountains. Add white to the color and lay in the lighter color to the mountains. Blend downwards with a soft brush.
Using more white in the color, lay in the highlights and blend.
Scumble in the foreground to create texture.
With black blue, or indigo, block in the details of the foreground.
With greenish black, paint in a lighter detail of the foreground.
Using a grayish blue, add in a lighter detail to the foreground pieces. Blend lightly.
Using a blue mixed with white, paint in the highlight areas and then blend. Scumble in the ground areas that are highlighted.
Use orange paint to paint in the windows, then blend edges and we're done.
