Starting with 7 x 5 black card stock, use blue with white to create the initial lettering and dots.
Now with yellow and white combined (very little white), spray the yellow as shown below.
With a smaller spray of white, follow along the back of the letters as I have done. Also add a highlight to the bubbles.
Finally, using a very opaque white, add the highlights shown below. You may have to go over the spot two or three times each.
