Below is the image we are going to create with this tutorial.

Open an new image 600 x 600 pixels.
Choose the shapes tool and select the circle.
In the tools palette set the line width to about 20 or whatever suits you.
In the colors palette set the line color (stroke) to pattern and select the bean pattern. It is the default pattern. Click on it and set the repeat to about 30.
Turn the background color off.
Create a new layer.
Draw a circle on your new layer..

Use the magic wand tool to select the circle layer by first clicking inside the circle then holding the shift key and clicking outside the circle.
Go to the Selections menu and choose Invert.
Go to the Colors menu and select colorize. Use the settings shown below.

Go to the Effects menu and choose 3D effects. Then choose Inner bevel. Adjust the settings to your liking and click ok.
You should have something similar to below.

Go to Selections, Select None.
With the Magic Wand tool selected click inside the circle.
Using the same pattern as was used for the outline of the circle, use the flood fill tool to fill the center and colorize it as you did with the circle outline.
Go to the Colors menu and choose Adjust>Brightness Contrast. I used the settings -88 and 1 in that dialog.

In the color palette turn off the stroke color and turn on the background with pattern selected. Choose the Craggy pattern and use the settings below.

We're now going to add the numerals to the clock face.
Create a new layer and using the text tool place a twelve at twelve o'clock. Go to Effects>3D Effects>Inner Bevel and apply the settings shown below.

Then go to Effects>3D Effects>Drop Shadow and apply a drop shadow. Mine is set at 0,0; 100% opacity and black for the color.
Repeat the numeral instructions for all the numerals placing them appropriately. You should have something similar to below when you're done.

Choose the Picture Tube tool and find the holly. For each piece of holly you add you will add it to a new layer. This makes it easier to move and manipulate later if you need to.
Click on the canvas near where you want to place the holly. Choose the mover tool to move and rotate it into position. Create a new layer and place a new holly. Continue until you get all the way around the clock face.

Add the hands by choosing the line tool and selecting one of the single arrow lines. Set the line width to whatever suits you and draw each hand on a layer of its own.
Below is what your clock should look like when complete.
