Pointillism is a collection of dots put on a surface such as paper to create an image, subsequently it takes quite a long time to render a picture. You can make Pointillism pictures right in Painter. First start by selecting Artists and Seurat.
Now we need to set up the specifics of the brush. I have them shown below. The composition is set to 150 resolution for the settings below. If you increase resolution then you'll have to increase the size of the brush. Select black as the color and create a new layer. Open the Brush Creator. Select Stroke Designer and move the Min Spacing to 50%.
The strips below represent how many times I used the cursor or pen to swipe the comp. The first one on the left represents one time and the strip on the right represents six swipes with the mouse or pen.
Here is the sketch I'll use as the template.

Begin by basically outline the drawing. If you know there will be a lot of shadow such as on the neck area, go ahead and fill it in more.
It's ok to concentrate on one area. Here I've begun to fill in the shadow below the nose and around the lips. I've had to go over them several times.
I've filled in the eyebrow and nose area and have also added in the eye.
I continue working on the face's shadow areas. When I get everything filled in then I'll see where I need to adjust.
Open up the Brush Creator and change the Min Spacing to 2.5. Now concentrate on darkening the shadow areas on the face. Finish by filling the clothing. I applied a watercolor wash on a separate layer behind the drawing to highlight what I have drawn.
