In this tutorial I'll show you how to use Zoom Blur and add some color to the photo.
Here's the photo I'll be using.

Let's access the Zoom Blur filter.

As you can see, the picture looks rather blurry without definition.

If I click inside the photo where I want the picture to be clear, then everything should work great. I'm going to target the man walking across the street.

I want the Amount to be about 17%.

Look at how interesting this effect created.

Let's hit Control+Z to undo that then re-enter Zoom Blur and set the percentage to 6.

I think for this photo, this amount is better. We can still see some of the background and are able to place the man in time somewhere.

Let's apply woodcut with these settings. In this way color will be added to the picture.

And here's the result.

The last step is to apply Equalize by moving the slider to Brightness.

Here's the final result.
