Let's start by creating a new layer.
Fill the layer with white.
In Channels click the button at the bottom to create a new alpha channel.
Go to Filter>Render>Clouds.
To that apply Filter>Render>Difference Clouds.
Hit Control+F about four times.
Now click on RGB.
Go back to Layers and fill that layer with a color.
Access Render and Lighting Effects.
Make adjustments to the light by pulling on the points. I also decreased Intensity.
I then selected the Alpha 1 Texture Channel I just recently made and reduced it Height to about 16 and hit OK.
We can now see the texture effect we created.
Create a new layer and fill it with color.
Create a new alpha channel.
Again, follow the same procedure with the clouds. Now apply Add Noise and reduce the Noise and use Gaussian.
Adjust Levels.
Now apply Plastic Wrap. Follow all the rest of the steps we did before but select the Alpha 2 channel.
Finally, change the Layer Mode to Overlay. We have a pretty decent background texture.
