I start with these two colors selected. I then fill the layer with the top color.

Then I create a new alpha channel.
To this layer I apply Mezzotint of Long Strokes.
I then rotate the canvas 90 degrees and apply the Long Strokes again. I rotate the canvas back to the original position.
And so we have something that looks like the image below.
Next open Lighting Effects and adjust the spotlight.
Under Texture Channel apply the alpha channel we made.
Reapply the Lights and adjust the perimeter outward. Change the color the light also.
Reapply the light and change the color back to white.
You should have something like the image below.
Select Motion Blur.
Set the Angle to -90 and Distance to 214.
Your image should now look like the one below.
Create a new layer and select the Pen tool. Click on X to default to black and white. Hit Control and Enter to activate the outline and then press Shift and Backspace to fill with black.
Through Layer Styles apply a Drop Shadow with the parameters below.
On a new layer select the circle shape and hold the Shift key down create a perfect circle. Press Control and Enter to activate. Select green and fill.
Set Inner Glow to the eye.
Also set Bevel and Emboss choosing a mustard color for Highlight mode and light yellow for Shadow mode.
Create a new layer and use the circle shape to create a small circle and fill with white. Link all three layers and merge them. Use the Alt key to duplicate the eye and then use Flip Horizontal and place in the proper position.
Use the Pen tool and draw lips on a new layer.
Apply an Inner Shadow to the lips.

Apply an Inner Glow.

Apply a Drop Shadow with the parameters below.

Create a new layer below all of the others and create two eyelashes for each eye. Select the Bow shape and then use the Layer Styles palette to create a nice cute look for the bow. You should now have a cute face similar to the one below. Go ahead and flatten the picture.
