Start with a new gradient of dark to medium blue.
Using the Gradient Tool, drag from the top down.
Open Lens Flare.
Choose 105mm Prime and set it's Brightness to 119%.
You should now have an image that looks like the one below.
Again, let's apply Lens Flare using the 50-300 Zoom set at 148%.
You should have an image like the one below.
Select a hard edged round brush and increase it's diameter to fit the sun area.
I increased the brush to 192 px.

Carefully place the circle within the disk area of the Lens Flare.
Here we have the completed sun. If you like you can also go ahead and add clouds.
