Now you can create text on a path in Photoshop so let me show you how. Begin by selecting the Ellipse Tool. (Another way to do this is to use the Elliptical Marquee Tool to create the circle, then use the Paths palette and select Make Work Path.)
Hold the Shift key down and create a circle.
Now choose the Horizontal Type Tool.

Set you cursor on the circle at the top as I have done.
I am using 30 pt text and Arial Black. Just begin typing in the text you want.
For the inside text on the bottom, create a larger circle as I have done below.
If you have trouble finding center, use the ruler by dragging down from the top and then from the side. Now go and create the circle for the second text.
Type the text a the bottom. It will appear upside down. To flip the text, hold down the Control key and place the cursor near the place where you began the text and you'll see a double-headed arrow. Click and drag out. This will flip the text.
