Let's start by creating a blue to purple gradient and filling the background layer using the Gradient tool.
Create a white circle on a new layer.
Use the Elliptical tool and create a circle as shown below on the same layer.
Now use Stroke to add color to the frame of the circle.
Do the last step two more times.
Apply Wind Blast to the layer.
Rotate the layer 45 degrees. Do it one more time.
Open Liquefy and pull out the different sections of the piece.
You should have this appearance now.
Apply Motion Blur.
On a new layer fill with white and choose Render>Clouds making sure that the background color is light blue.
Turn the layer to Pin Light.
With the Text tool, create a letter. In this instance I created a W in an unusual font. Then duplicate the W and rotate it. Select both layers and press Control+E to merge them together.
Under Layer Styles Blending Options, Change the Blend Mode to Color Burn.
Apply an Inner Glow with the settings shown.
Apply a Stroke with the settings shown.
Finish the piece off with a title.
