To make gold dust we start out with a blank canvas. In History create a snapshot and convert the document to RGB.
Create a new layer and reset swatches.
Click on the foreground color to access the color picker and set the percentages in CMYK.
Apply Clouds to the layer.
Open Mezzotint and apply Fine Dots.
Under Sketch select Bas Relief.
Apply the settings below.
Now apply Hue/Saturation to the document at these settings.
Your gold dust should like the picture below.
Do a Select All and Define Pattern. Name it gold dust.
Create lettering. Under Layer Styles apply the new pattern.
And apply a stroke.
Finally, on the back layer apply a Lens Flare to complete the project.
