With a photo present, open History and click on the camera to create a snapshot of the photo.
Go to the Swatches palette and select Reset Swatches.
Duplicate the layer.
On the duplicated layer select Dust & Scratches and change the radius to 16 pixels and the threshold to 8 levels.
Choose Fade and set to 50% opacity.
For a new adjustment layer select Color Balance.
The settings for shadows, midtones, and highlights are below. Keep Preserve Luminosity selected.
For another adjustment layer apply Hue/Saturation as below.
Select the actual duplicated photo and apply Unsharp Mask.
Now the photo should look like the one below. See the before and after photos.
