In this tutorial we will show you how to create or simulate a natural film grain effect on photos in Photoshop CS3.
Open the photo you want to apply the grain effect to:

Then, create a new layer.
We will work with the film grain on this new layer.

Lets start working on this new layer by adding a 50% gray color.
To do so, go to: Edit/Fill from the Main menu.

The Fill window will pop up.
Click on the Use drop down menu and select 50% gray.
Click Ok.

After doing so, change the blending mode of the current layer to: Overlay

Now we will add some noise.
Go to: Filter/Noise/Add Noise

The Add Noise window will appear.
Select Amount: 380
Distribution: Uniform

Then, select: Filter/Blur/Gaussian Blur from the Main menu.

At the Gaussian Blur Window select:
Radius: 1,5

Finally, to reduce the visibility of the film grain, we will reduce the opacity of the grain layer.
Reduce it to: 50%

Here you have the result.
