In this tutorial I'll use Photoshop to create a drawing of a woman's head.
So I begin with the Ellipse tool on a new layer and create a circle then use the Stroke under Edit to stroke the shape with blue. I then lock the layer because it will be a template.

Next pressing Control+R to bring up the ruler, I drag out lines to mark the center and the places where the eyes, nose and mouth will be. For safety reasons I lock the guides.

Starting with the nose use the Pen tool and draw the shape shown below.

Change to the Paintbrush tool, choose size 13 soft round brush, select a flesh color, click at the upper left corner, hold the Shift key down and click on the lower left corner of the nose, then follow around the nose using the same technique. This will keep the lines straight.

Create the brow area with the Pen tool then hit Enter.

This time invert the selection. Paint around the outside area of the shape to form the upper eye area.

Use the same technique for the other side.

Use the same technique for the eye sockets also using Invert.

Draw a line out from the nose then draw up and over then hit Enter. Use the Paintbrush tool to create only the lower line.

Create the shape of the mouth and use the Paintbrush tool to shadow the upper lip.

Use the Pen tool to create the shape of the lower lip and then paint it in.

With the Pen tool draw the shape of the head and then paint in the lower portion outline.

Create a new layer under the present one and use the Shape tool to create the circle for the pupil. Fill with black.

Choose the Eraser tool and remove the overlapping parts of the pupil.

Duplicate the layer then flip it horizontally. If the eye opening is a little larger on this side, use the Paintbrush tool to fill in the missing areas. Normally no two sides of a face are identical.

Create another layer in the back. Use the Pen tool to draw out the shape of the hair making sure to follow the outline of the face.

Create a new top layer and create the bangs.

You can then add a little cap to the layer as well. Now we can clear the guides and hide the template layer.

Create a new layer below the face outline layer and fill in the face area. Change to the Dodge tool set to Shadows and create some subtle highlights. Combine the two layers by selecting both and pressing Control+E.

Select the Burn tools set to Highlights and add in shadow area. Make the Exposure of the tool 20%.

Create a layer above the face and use the Paintbrush tool and the Shift key to make the eyebrows.

Finally, use the Dodge tool set to Midtones and lighten the lower lip. Use the Burn tool to add shadow to the cap. With the back hair layer selected, open Liquify and pull down to create a more natural look. On the top layer where the cap and bangs are, use the Paintbrush tool set very small and draw in the eyelash areas.
