In this tutorial I'll show you how to create a blurred effect on the plane using a photo care of FreeDigitalPhotos.net.
There are two layers for this plane: the plane layer which is the original layer, and the blurred plane layer.

On the plane layer, use the Quick Selection Tool to select the plane and then refine it. Then flip over to Paths and click on Make work path from selection.


Make sure you are on the blurred plane layer.

Apply Motion Blur to the layer with an Angle of 0 and a Distance of 250 pixels.

Alt+click on the Layer Mask button.

The layer should now look like the one below.

Make the path selection active and then also make sure you have the layer mask selected. Hit the X key to default to black and white. Use white to paint back the plane layer on the mask.

Click on the picture in the blurred layer and then apply Surface Blur set to 23 pixels for the radius and a threshold of 21 levels.

Set the layer opacity to 70.

Select both layer and press Control+G to group them.

Click on the grouped layer and then select Transform and rotate the jet to make it appear it is taking off. That's it.
